A Paint Grade MDF edging is exactly what the name suggests; it is a super fine MDF surface edging that you may wish to apply to the cut edge of an MDF Panel that you may be painting (whether that be by hand or with a precision spray finish). A cut edge MDF panel can require sanding to make it suitable to accept a primer/paint thereafter (depending on the quality of the cut edge of course). By applying an MDF Edging you will immediately achieve a high quality edge finish that will negate the need for sanding & further finishing, leaving you to simply render the final stage of painting.
